    OCA Community Outreach Coordinator

    Status: Full-time Exempt

    Reports to: OCA Executive Director and designated Staff Lead

    Salary: $50,000, commensurate with experience

    Headquartered in Washington, DC, OCA–Asian Pacific American Advocates is a national membership-driven civil rights organization of community advocates dedicated to advancing the social, political, and economic well-being of Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPIs). With 50+ chapters and college affiliates across the country and a membership that reaches 30,000+ constituents, OCA seeks to empower the AANHPI community through its national and local presence. Founded in 1973 as the “Organization of Chinese Americans,” the organization has rebranded to be OCA-Asian Pacific American Advocates to champion policies and programs that better the lives of all Asian Americans, Native Hawaiians, and Pacific Islanders.

    OCA is seeking to hire a 2-year OCA Community Outreach Coordinator who will remotely recruit, train, and manage 20-22 OCA Community Advocates Fellows located in cities across the country. The Community Outreach Coordinator, and Community Outreach Fellows, will collaborate with OCA Chapters & Affiliates through various seasonal projects. The Coordinator will be responsible for conducting monthly meetings as well as coordinating and organizing various projects and trainings that Fellows execute. Fellows will leverage long-standing collaborative relationship of the OCA Chapters to work directly with the community members and local city/state partner organizations. This position is funded by the FCC Affordable Connectivity Program (ACP) Outreach Grant, and the objectives of this role includes, but is not limited to, educating, and helping enroll, the AANHPI community about the ACP benefits. An important tactic of the role is to utilize cultural organizing strategies and civic engagement tactics that will foster a strong democratic society for generations to come.

    The methodologies used include but are not limited to:

     Issue specific public education programming

     Volunteer mobilization activities

     Arts & cultural events and activities

     Community workshops, leadership trainings/summits, and/or town hall meetings

    CANDIDATE REQUISITES:

     Able to see the big picture, connect priorities and initiatives together and provide innovative thinking to “connect the dots” around key event components

     Organized with excellent attention to detail

     Able to communicate accurately and clearly both verbally and in writing and in both interpersonal and group communication

     History of demonstrated experience in leading community based advocacy efforts within culturally diverse communities.

     Excellent planning and project management skills and drive projects forward from conception to completion and work effectively in a fast-paced, high pressure and changing environment

     Ability to work collaboratively and independently to provide hands-on project management through all phases of project development process: Research, planning (development of time-lines, work plans, and budget), implementation, tracking, and evaluation.

     Experience with presentation, facilitation and training to small as well as large groups.

     When appropriate, be prepared to interact with the public including the media—able to direct inquiries to the appropriate organizational spokes persons.

     Supervise community fellows as assigned by the Executive Director and/or designated Staff Leads

     Able to communicate effectively with the public about OCA National and its member chapters

    Additional Qualifications:

     Proven history of developing and maintaining positive organizational relationships with community based organizations, government agencies, and corporations through the use of communication media.

     Experience in event planning and programming which requires management of logistics—especially for such project as training, town halls, press conferences, panel discussions, etc.

     Ability to manage constituent database and website content software.

     Experience with CRM software (e.g.Neon, EveryAction, Salsa Labs, Raiser’s Edge), Airtable, Databases and/or other CRMs, is a plus. Working knowledge and understanding of social media platforms (Facebook, Twitter, LinkedIn, Instagram etc.)

     Excellent computer skills, including proficiency in all Microsoft Office and Google G Suite applications, and Zoom

     Proven ability to manage, motivate and coach staff, interns and volunteers with diverse backgrounds and abilities.

     Ability to exercise creativity with consistency with utmost integrity.

     Proven ability to manage multiple projects and deadlines simultaneously.

     Capacity to maintain professional demeanor while working under significant pressure.

     Strong public speaking and presentation skills.

     High level of personal energy.

     A passion for advocacy, a willingness to learn about issues affecting the AAPI community

     Willingness to work nights/weekends and to travel periodically as required. (We anticipate at least 25% travel to locations across the country as assigned.)

    LOCATION & DURATION:

    To be based in Washington DC at the OCA National Center for 21 - 24 Months, (up-to 24 Months) starting June 15, 2023. The fellow must be able to relocate for this opportunity within two weeks of acceptance—no relocation costs are included in the fellowship.

    COMPENSATION:

    $50,000 per year depending on experience, plus health benefits (the Fellow may elect to enroll in dental benefits at her/his expense) and two weeks of vacation.

    Job Title: Policy & Organizing Manager

    The Policy and Organizing Manager will also maintain and nurture the relationships with key policy makers and their staff. This role will lead analysis of proposed legislation through the lens of Asian American Native Hawaiians and Pacific Islanders while mobilizing the for field for grassroots action. Furthermore, the Policy and Organizing Manager works with coalition partners and monitors legislative and regulatory activities pertinent to the organization’s priorities.

    Roles/Responsibilities

    Advocacy Development, Policy Analysis, and Strategy Management (30%)

    ● Monitor and analyze relevant activity in both the Administration and Congress and develop appropriate strategies to advance or counter such activities;

    ● Analyze relevant legislation, rule-making, or general administrative actions through a broad AANHPI civil rights framework - ultimately formulating policy positions that align with OCA’s vision/mission;

    ● Provide expert content recommendations for engagement on issues and incidents that impact AANHPI communities;

    ● Engage and develop relationships with key policymakers;

    Organize and Mobilize the National Network of Chapters (40%)

    ● Advise on all advocacy/policy matters with OCA chapters, acting as a thought partner for chapter presidents as necessary for their advocacy work;

    ● Convene OCA chapters to discuss key policy issues and ideate effective mobilization strategies;

    ● Train and mobilize organizational constituents to take action at the local, state, and national levels;

    ● Provide educational opportunities through webinars, trainings, and briefings to prepare chapters and members on key issue areas;

    ● Develop and execute national/state issue-based campaigns to advance national issue priorities;

    ● Create policy and advocacy toolkits and resources for OCA chapters and members to advance the organization’s priorities;

    ● Organize state-level lobby days as needed;

    Strategic Partnerships and Coalition Management (10%)

    ● Meet and development relationships with elected officials and their staff to advance organizational policies;

    ● Actively collaborate with national organizational civil rights partners;

    ● Serve as the organization’s primary issue advocate on national coalitions;

    ● Consult with diverse stakeholders, including business leaders, on the potential impact of proposed actions;

    Policy and Advocacy Communications (10%)

    ● Serve as the organization’s media spokesperson on key expert policy areas;

    ● Work closely with the organization’s communications staff and executive team to develop press releases, organizational statements, and other communications materials as it relates to OCA’s policy priorities;

    ● Identify opportunities to advance the organization’s advocacy agenda through strategic media engagement in collaboration communications staff;

    Program Management and Staff Supervision (10%)

    ● Manage the Civil Rights Fellowship program and the Fellow hired according to existing organizational policies and procedures

    ● In collaboration with the Civil Rights Fellow, oversee the JACL/OCA Leadership Summit, including its program development, logistics, and implementation

    ● Supervise interns as assigned according to existing organizational policies and procedures as well as human resource best-practices.

    The K-12 Asian American Native Hawaiian Pacific Islander (AANHPI) Curriculum Project seeks to ensure that AANHPI communities are represented in classrooms, and that teachers and students are having equitable and accurate dialogue around AANHPI history and the issues that impact AANHPIs. This project will result in the development of a national database of AANHPI curriculum that is diverse, equitable, and inclusive in its treatment of AANHPI history. Once the database is formalized, we will work with OCA’s local chapters, along with leading student and educator organizations, to get resources into K-12 classrooms nationwide. Our hope is that education as a tool promotes understanding, builds mutual understanding of shared struggles, and fosters empathy towards those not part of the dominant group. We aim to center the voices and experiences of those most likely to be impacted by an AANHPI K-12 curriculum: students and educators, both in curricula development as well as in advocacy and outreach efforts.     Title: K-12 AANHPI Curriculum Development Project Intern

    Reports to: Project Leaders

    Term: Immediately until May 2022, with potential to extend

    Location: Remote

    Status: Part-time, 16 hours/week

    • Work closely with policy leaders and all other staff to advance new ideas and action items that align with our organizational mission and strategic plan.

    • Assist with recruitment of members to join the project.
